En la búsqueda por alcanzar los objetivos de la agenda 2030 para el desarrollo sostenible; tanto la gestión como la gobernanza están desarrollando métodos y procesos que permiten el desarrollo del campo social, la gestión de la participación y la adecuación a escenarios de planificación urbana en ciudades inteligentes y/o cognitivas. El presente estudio realizó una revisión del estado del arte en relación con las mejores prácticas utilizadas para los procesos de recopilación de información ciudadana en escenarios con un alto componente de tecnología llamados ciudades inteligentes y/o cognitivas. La metodología utilizada en este artículo fue un enfoque de investigación documental. La descripción general del método utilizado inicialmente se basó en la elección del tema central y complementario, se recopiló la bibliografía sobre el tema, así como su resumen para luego proceder con la lectura de los resúmenes de los artículos, y establecer su pertinencia. En particular, utilizamos el procedimiento que tiene siglas en ingles SMS (Mapeo Sistemático del Estudio) y SLR (Revisión Sistemática de Literatura). Resultados obtenidos en esta investigación han permitido identificar las dimensiones, procesos y / o actividades apropiadas para recopilar información en la comunidad en el desarrollo social, gestión participativa con énfasis en el ámbito de las ciudades inteligentes y/o cognitivas. Como resultados relevantes del estudio se presenta una lista de dimensiones, pasos y actores que deben considerarse en estos escenarios.

In the quest to achieve the objectives of the 2030 agenda for sustainable development; both management and governance are developing methods and processes that allow the development of the social field, participation management and adaptation to urban planning scenarios in smart and / or cognitive cities. The present study conducted a review of the state of the art in relation to the best practices used for the processes of citizen information collection in scenarios with a high technology component called smart and / or cognitive cities. The methodology used in this article was a documentary research approach. The general description of the method used initially was based on the choice of the central and complementary theme, the bibliography on the subject was compiled, as well as its summary to then proceed with the reading of the abstracts of the articles, and establish their relevance. In particular, we use the procedure that has an acronym in English SMS (Systematic Mapping of the Study) and SLR (Systematic Review of Literature). Results obtained in this research have allowed to identify the appropriate dimensions, processes and / or activities to collect information in the community in social development, participatory management with emphasis in the field of smart and / or cognitive cities. As relevant results of the study, a list of dimensions, steps and actors that should be considered in these scenarios is presented.
