  Hoy en día, una tercera parte de la población mundial tiene graves dificultades en su inserción o autonomía dentro de la sociedad. Es por eso que necesitan valerse de ciertas ayudas que les apoyen en su desarrollo personal, económico y social. Estos colectivos están forma- dos por personas de la tercera edad, discapacitados y otros grupos con graves dificultades de inserción, los inmigrantes y las minorías étnicas. Los Servicios Sociales representan en la actualidad una de las áreas de la Administración Pública con mayor presencia ciudadana en demanda de servicios. Cada 100.000 habitantes, se estima que entre 8.000 y 10.000 de ellos son, en algún momento de su vida, clientes/usuarios de los servicios sociales. Todo esto hace que sea de vital importancia contar con una aplicación informática que facilite las tareas diarias de los trabajadores de Servicios Sociales, y que dé soporte a la toma de decisiones sobre futuras necesidades y recursos adecuados para cubrirlas. El SISS -Un Sistema de Información Geográfi ca para la Organización y Gestión de los Servicios Sociales- surge pues, de las necesidades de registro y explotación de los datos que pueda precisar un trabajador social y, en un nivel superior, un departamento de servicios sociales. Para ello, se ha creado el SISS; un Sistema de Información Geográfica capaz de gestionar los Servicios Sociales tanto en Departamentos de Servicios Sociales de los Ayuntamientos, como en ONGs, Consejerías, etc.

  Nowadays, the third part of the world has serious diffi culties in its insertion or autonomy inside the society. So, they need certain aids that support them in their personal, economical and social development. These collective are formed by people of the old age, disabled person and other groups with serious diffi culties of insertion, the immigrants and the ethnic minorities. The Social Services represent currently one of the areas of the Public Adminis- tration with greater presence of citizens in demand of services. Roghly, for each 100.000 inhabitants between 8.000 and 10.000 of them are, in some moment of its life, clients/users of the social services. So, it is very important to have a data processing application that fa- cilites the daily tasks of the workers of Social Services, and helps to take a decision on future needs. The SISS -A Geographic Information System for the Organization and Management of the Social Services arises of the needs of registration of the data that can need a social worker and, in an higher level, a department of social services. For it, it has been created the SISS; a Geographic Information System to be of help to manage the Social Services of the City Hall, Not Governmental Organizations, etc.
