Análisis de la eficiencia de los puertos del Sistema Portuario Español según las tipologías de tráfico

      La ley 33/2010, de 5 de agosto, señala explícitamente “la exigencia de adoptar en España medidas que mejoren la gestión de nuestros puertos y su eficiencia, impulsando su competitividad en una coyuntura de fuerte competencia internacional”.

      Para el análisis de la eficiencia de los puertos Españoles proponemos la aplicación de un modelo DEA no radial: la medida de Russell. Esta metodología permite analizar la eficiencia global de cada puerto y proporciona, a su vez, un índice de eficiencia o score para cada una de los inputs seleccionados, que en nuestro análisis son los tráficos portuarios clasificados en graneles sólidos, líquidos, mercancía general y contenedores.

      Los resultados obtenidos nos permitirán identificar los puntos fuertes y débiles de cada puerto, sobre los que será necesario llevar a cabo actuaciones con el objeto de incrementar su eficiencia y sostenibilidad.

      The principles of efficiency and sustainability must be considered in the management of any infrastructure. Ports have not escaped to this general trend. Therefore, the Spanish Law 33/2010 emphasizes the necessity of taking measures to improve the efficiency of Spanish ports, increasing their competitiveness in a strong competition international context.

      This paper analyses the efficiency of the Spanish ports using a non-radial DEA model, the Russell Measure, which allows obtaining an efficiency score for each of the inputs analyzed, that is, the different types of traffic: solid and liquid bulks, general commodities and containers. Hence, the strengths and weakness of each port can be identified showing the type of traffic on which is necessary act in order to increase the efficiency and sustainability of ports.
