  Un identificador persistente es aquel que actúa como referenciaestandarizada e invariante de larga duración de un recurso digital,independientementede suestado, localizaciónopropietario actua-les. La implementaciónde identificadores persistentes para objetosespaciales es uno de los retos más inmediatos en la aplicación de laDirectiva INSPIRE. Varios Estados miembro de la UE disponen ya deestructuras de gobernanza, procesos, normas, directrices y herra-mientas para generar, mantener, administrar y usar identificadorespersistentes en sus respectivas IDE. Sin embargo, sus enfoques sondiferentes entre sí y se encuentran en distintos niveles demadurez.INSPIRE recomienda actualmenteutilizar URI basadas enel protocolo HTTP para la implementación de identificadores persistentes de objetos espaciales. No obstante, ni la gobernanza ni la efectividad en coste de la implementación de los identificadores persistentes basados enesta recomendaciónhan sido consideradas en laDirecti- va INSPIREni en los Reglamentos que ladesarrollan. Tampocoexiste una estrategiadegobernanza compartidapor los Estadosmiembros y laComisiónEuropea. Dehecho, desde INSPIRE se consideraque lo ideal seríaque cada Estadomiembroestableciera autónomamente sumecanismonacional.   Apersistent identifier is an identifier that acts as a standard, invariant and long-term reference of a digital resource, regardless of their status, their location or their current owner. The implementation of persistent identifiers for spatial objects is oneof themost immediate challenges in the implementation of the INSPIRE Directive. Several EU Member States already have governance structures, processes, standards, guidelines and tools to create,maintain,manage anduse persistent identifiers in their respective SDI. However, their approa- ches are different and are at different levels of maturity. INSPIRE currently recommends to use URIs based on the HTTP protocol for implementingpersistent identifiers for spatial objects. Nevertheless, neither thegovernancenor the cost effectiveness of the implemen- tation of persistent identifiers based on this recommendation have been considered in the INSPIRE Directive or in the Regulations that develop it. Nor is there a governance strategy shared by the Mem- ber States and the European Commission. In fact, from INSPIRE it is considered that, ideally, eachMember State establishautonomously its nationalmachinery. This paper presents theprogressmade so far in developing a solution to this challenge.
