When index 2 semi-explicit differential algebraic equations (DAEs) are solved with a Runge-Kutta method (A, b), a standard assumption is the regularity of the matrix coefficient A. However, Runge-Kutta methods with singular matrix coefficient A can also be used for index 2 DAEs if the matrix A has a special structure. In this case, the standard consistency analysis is not longer valid. In this paper we give conditions to ensure a certain order of consistency.
