This paper investigates the global uniform practical asymptotic and exponential partial stability of a broad class of time-varying systems using practical scalar Lyapunov functions. A novel converse Lyapunov theorem is established, offering sufficient conditions to guarantee global uniform practical asymptotic and exponential partial stability for a class of perturbed systems. Several illustrative examples are included to demonstrate the applicability of the proposed results.
