This paper describes a process to develop and publish a scorecard from an OAJ (Open Access Journal) on the Semantic Web using Linked Data technologies in such a way that it can be linked to related datasets. Furthermore, methodological guidelines are presented with activities related to each step of the process. The proposed process was applied to a university OAJ, including the definition of the KPIs (Key Performance Indicators) linked to the institutional strategies, the extraction, cleaning and loading of data from the data sources into a data mart, the transformation of data into RDF (Resource Description Framework), and the publication of data by means of a SPARQL endpoint using the Virtuoso software. Additionally, the RDF data cube vocabulary has been used to publish the multidimensional data on the Web. The visualization was made using CubeViz, a faceted browser to present the KPIs in interactive charts.

ABSTRACT The aim of the ERAMIS project is to set up a network of Master's degree “Informatics as a Second Competence” among 9 beneficiary universities of Kazakhstan, Kyrgyzstan and Russia, and 5 European universities. The trainings of beneficiary academic teachers are one of important tasks in this project. This contribution presents the implementation of trainings and lessons learned from those activities, especially from the trainers' point of view. This experience can be useful for similar kind of trainings.

ABSTRACT This paper presents a summary of Leonardo da Vinci project called “GUI usability and accessibility: exchanging knowledge and experiences (AUKEE)”, which is realized in the cooperation between three European universities with an industrial partner. In particular the objectives of this paper are threefold. First, the concepts of Massive Open Online Courses (MOOCs) and its growing popularity are presented. The introduction of MOOC is complemented by discussion of the differences between traditional e-learning course and MOOC. Second, the process of course development in the project is demonstrated by focusing on work organization and used course structure. Moreover, the challenges and problems met throughout the project in international and multilingual team are discussed. Third, the elaborated project results in form of various types of course materials, online platform are presented.

This article describes a study on the assessment process of web accessibility policies adopted by 51 university websites across the world, which are ranked by Webometrics. The web accessibility assessment was aimed at validating compliance with Web Content Accessibility Guidelines 2.0; these guidelines are defined and published by the World Wide Web Consortium. The primary goal of this study is to identify a group of universities with academic prestige and determine their level of commitment to providing accessible information about university facts and activities through their main websites, as well as making it available to everyone including people with disabilities. Awareness about the scope of web accessibility policies is a topic of interest for organizations that are operating a website. Some policies can be applied to address internet issues such as privacy of personal data and web accessibility for people with disabilities. Policies of web accessibility are dynamic in nature due to the evolution of technology; therefore, any gaps in web accessibility should be addressed immediately and applied at different levels within an organization. From a legal perspective, in some websites, policies are depicted in the legal terms posted in the website, and in the functionality and features that the website offers to its users. In the evaluation phase various parameters were tested such as the implementation of web accessibility policies, version, level, availability of contact information for complaints, conformance logo, educational information, and help and support tools.

This paper defines a method for evaluating the accessibility of online content editors by considering Web Content Accessibility Guidelines 2.0 (WCAG 2.0) and part B of the Authoring Tool Accessibility Guidelines 2.0 (ATAG 2.0). The method includes 63 accessibility features that should be met by the images, headings and tables, which are inserted through an online content editor. The compliance of these guidelines contributes to the creation of accessible content so that visually impaired people using assistive technologies can easily access the content. Furthermore, the results of this study provide criteria for those people who have the responsibility of selecting an accessible online content editor. The proposed method has made it possible to meet the objective set out in this research document and can be used to evaluate the accessibility of learning management systems and course management systems.

This article describes a study on the quality evaluation of governmental websites of 20 countries with the highest level of competitiveness. The accessibility assessment was carried out to verify compliance with the Web Content Accessibility Guidelines 2.0 (WCAG 2.0) published by the World Wide Web Consortium (W3C). The main goal of this study is to determine whether people with disabilities are able to access and use government websites. In addition, we considered the Website Accessibility Conformance Evaluation Methodology (WCAG-EM) to determine how easily a website can be accessed according to WCAG 2.0. The WCAG-EM provides guidance on how to use the methodology and considerations for specific situations. From the results, we conclude that the majority of the websites do not achieve an acceptable level of compliance. The websites of governmental institutions with the highest level of competitiveness do not show a greater level of web accessibility. Several non-compliance errors were found on the websites; by performing this evaluation, we have identified that there are major barriers for a large number of users. Therefore, there is significant work pending to make the websites examples of best practice in e-government sites.

This paper presents the evaluation results of online content editors TinyMCE and Atto installed on the Moodle 3.3.1 platform with respect to the production of accessible headings. Previous studies have shown that lack of accessibility in headings affects the navigability of people using assistive technologies, as well as people who are slower readers or have short-term memory. The evaluation was carried out applying a model oriented to evaluate the accessibility of heading, images and tables in online editors. This model was developed by the authors of this research considering the compliance of the Authoring Tool Accessibility Guidelines 2.0 (ATAG 2.0), the Web Content Accessibility Guidelines 2.0 (WCAG 2.0), as well as related compliance levels and techniques. The results obtained in this study demonstrate that the evaluated online content editors have a low level of compliance of ATAG 2.0 with respect to the creation of accessible content.

In this study, the authors envision a solution for online editors with accessibility considerations for images. To do this, an architectural metamodel with three levels is proposed: environment, guidelines and information system components. A set of 20 requirements was identified. This set was used to assess the accessibility level of a sample of 12 online platforms. The sample included different types of online platforms: massive open online courses, learning management systems, content management systems and social networking services. After analyzing the results, the authors found that in terms of management of images, the most accessible platforms were Moodle, Sakai, ATutor and MiriadaX. In addition, an insert/edit image interface with accessibility features was prototyped. The validation of this interface showed compliance with the Authoring Tool Accessibility Guidelines (ATAG) 2.0 and the HTML code generated complied with the Web Content Accessibility Guidelines (WCAG) 2.1.

The market of wearable devices, which includes advanced devices such as smart watches, fitness trackers, augmented and virtual reality headsets, wearable cameras and other gadgets, is growing at a spectacularly fast pace thanks to the acceptance by users with open arms. However, there exist some concerns about how wearable devices could affect people’s privacy. This paper presents a literature review of privacy issues related to wearable devices. Due to the novelty of this topic, there is a lack of legislation and most wearable manufacturers do not respect the privacy of their customers. The main concern is related to the potential incorrect use of health data collected by wearable devices. Finally, from the information reviewed, several implications to be considered by all stakeholders are drawn.

Nowadays, the Web has revolutionized our daily life, it has become a source of information and service provision. The trend of eHealth to digitize the services associated with healthcare are becoming more frequent in the same way users who access these services are people with disabilities and the elderly. An initiative that allows improving the quality of life of people are websites, but not all websites are accessible and inclusive. Failures in Web accessibility create exclusion barriers in groups of people. There are several studies on accessibility in which the guidelines suggested by Web Content Accessibility Guidelines (WCAG) 2.0 were not adequately applied. This study describes the web accessibility problems identified in 22 hospital websites according to the Webometrics ranking. In the evaluation process, a framework was applied to help in the evaluation of the websites proposed by the World Wide Web Consortium. In this work, several hospital websites and the level of accessibility were validated, the Website Accessibility Conformance Evaluation Methodology was applied to identify the ease with which a website can be accessed in accordance with WCAG 2.0 standards; of the sites evaluated, the type of patterns most violated in the analysis was the name, role, and value, which represents 13.4% followed by the guidelines of content, information and relationships without text with 12.8%. Due to the barriers encountered, this study presents the need to strengthen legislation and implement web accessibility best practices to make the websites inclusive, making content accessible to all users, including people with disabilities.

The National Council for Equal Disabilities of Ecuador reports that there are 471,020 citizens with disabilities registered in the country. This represents the 2.75% of the population. From them, 290,148 are adult citizens who are potential beneficiaries of accessible public websites. In 2016, the Ecuadorian Institute for Standardization published the Ecuadorian technical regulation RTE INEN 288 that applies to web content published on public and private Ecuadorian websites that provide public services. The regulation establishes that the level of conformity A of the Web Content Accessibility Guidelines (WCAG) version 2.0 must have been fully satisfied by 2018 and the level AA should be complied by August 2020. Soon, this regulation should be updated to the current version 2.1 published in June 2018. This study presents the results of a preliminary evaluation carried out with a sample of the five most visited Ecuadorian e-Government websites that provide online services to citizens. Two automated web accessibility evaluation tools were used: WAVE and Cynthia Says. The results reveal that all the evaluated websites have accessibility issues and fail to comply with the Ecuadorian regulation. The three most recurrent accessibility errors were a lack of alternative texts (WCAG Success Criteria 1.1.1 Non-text Content, Level A) and empty links (WCAG Success Criteria 2.4.4 Link Purpose, Level A). Overall, 74.8% of the issues found corresponded to Level A while 25.2% corresponded to Level AA.

This paper discusses the data security issues and concerns that are prevalent when organizations are moving their Enterprise Resource Planning (ERP) systems to the cloud. Cloud computing has reinvented how organizations conduct business and has enabled them to innovate and compete in a dynamic environment through new and innovative business models. The growing popularity and success of the cloud has led to the emergence of cloud-based Software-as-a-Service (SaaS) ERP systems, a new alternative approach to traditional on-premise ERP systems. Cloud-based ERP has a myriad of benefits for organizations. However, infrastructure engineers need to address data security issues before moving their enterprise applications to the cloud. Cloud-based ERP raises specific concerns about the confidentiality and integrity of the data stored in the cloud. Such concerns that affect the adoption of cloud-based ERP are based on the size of the organization. Small to medium enterprises (SMEs) gain the maximum benefits from cloud-based ERP as many of the concerns around data security are not relevant to them. On the contrary, larger organizations are more cautious in moving their mission critical enterprise applications to the cloud. A hybrid solution where organizations can choose to keep their sensitive applications on-premise while leveraging the benefits of the cloud is proposed in this paper as an effective solution that is gaining momentum and popularity for large organizations.

La Convención sobre los Derechos de las Personas con Discapacidad establece que las personas con discapacidad deben poder participar plenamente en todos los aspectos de la vida, incluyendo la educación y el trabajo. Sin embargo, las estadísticas muestran que, en relación con la población en general, un bajo porcentaje de personas con discapacidad accede a la educación superior, y un porcentaje aún menor la termina. El presente trabajo de investigación propone una adaptación de la metodología de evaluación de la accesibilidad web WCAG-EM para su utilización en contenidos educativos para aprendizaje en línea, en beneficio de todos los estudiantes, discapacitados o no.

In this paper, we present a set of features for managing web servers that host Accessible Online Serious Videogames. Serious videogames are games that are developed to be used on instructional challenges over several academic topics. With this set of features, the web servers are customized to improve the user experience of learners with disabilities in the interaction with online serious videogames according to their needs. Besides, we also identify and discuss rules about the study of the increment of the performance of the web servers that require interchange of information to implement concurrent access to data. The impact of the performance of web servers has been studied and documented over the last few years. This study focusses on answering selected questions over methodological guidelines and it suggests ways that can contribute to the institutional strategies related with loading of data from online videogames adding new ideas, but maintaining and respecting the guidelines of the company. We outline the best practices found in our experience over online videogames development and several trends related to the managing of information of each instance of the videogame. Besides, we explain how to write local tests for tracking statistics and locating problem areas. The concept of serious videogames previously did not exist in Ecuador, but there were examples of Ecuadorian games that could be considered as serious games. Several software have been developed in the classroom. Software also has been developed for the learning of programing languages and basic concepts of computer sciences. This software enables the learner to gain knowledge of programming through gaming development, but it is required that the performance of the communications between instances of our videogames that run online, have to be improved. Therefore, we expect to improve the performance of this software, optimizing the configuration of the web servers, changing the main parameters related with transfer of data and timeouts. Web server simple configuration does good jobs for simple applications. However when many connections are need to be handled, it may soon reach the limits of the resources in the web server. We research how to enhance the performance of web server to host online multiplayer serious videogames.

This chapter presents accessibility requirements that need to be considered in the design, implementation and evaluation of Massive Open Online Courses (MOOCs) to ensure they are inclusive. Accessibility requirements take in account particular needs, preferences, skills and situations of diverse learners, e.g. people with disabilities, elderly people and foreign students. The accessibility needs have to be considered in the design and implementation of MOOCs' interfaces, contents and learning/assessment activities. Due to its open and massive nature, with an adequate implementation, MOOCs can overcome inclusion barriers for the benefit of potential learners worldwide, both able and disabled. Es decir, accesibles para personas con diversas discapacidades. A estos cursos, se los conoce con el nombre genérico de Geo-MOOCs. En accesibilidad web no interesan las condiciones específicas de las personas sino el impacto que dichas condiciones tienen en su habilidad para usar la web. This chapter presents accessibility requirements that need to be considered in the design, implementation and evaluation of Massive Open Online Courses (MOOCs) to ensure they are inclusive. The embedded markup by using formats such as RDFa, Microdata, Microformats, and JSON-LD has become a valuable alternative to describe structured data content on the Web. These annotations are used primarily to improve search on the Web by enriching semantically the web content. Recent publications have exposed statistics data, extracted from the analysis of web corpora, about the use of these formats. However, these data do not include information regarding the use of these annotations in e-government and e-education fields. In this research, we explore the use of these markup formats in the fields mentioned above through the analysis of official government websites of countries and important education websites. The results of this work provide a first approach to the state of adoption of these markup formats in e-government and e-education and highlight issues concerning their use.

Open-access journals (OAJs) collect preserve and publish scientific information, on digital form, related to a particular subject. Different kinds of topics are researched and published among them technological subjects. Unfortunately, web developers often lack sufficient knowledge to meet these guidelines. To assure and certify the fulfillment of web accessibility guidelines, various automatic accessibility evaluation tools have been developed. In this paper, a comparative study of the web accessibility of official websites from 125 Technological Open-Access journals (TOAJ) from Latin American countries is presented. Two automatic evaluation tools have been used to perform the comparison: TAW and eXaminator. The results show that most of the websites are not developed according to the web accessibility standards for persons with disabilities. Besides, we have developed recommendations for improving the accessibility of these websites for people with disabilities.
