Resumen de Estudio preliminar de la implantación de un Sistema de Información Territorial en la provincia de Valencia

  Para poder compilar y analizar los datos geográficos y cartográficos que manejan diariamente los municipios de la provincia de Valencia se ha elaborado un cuestionario donde se han realizado y analizado una serie de preguntas relacionadas con el SIG, la cartografía, las subvenciones que poseen los ayuntamientos, los convenios con otros organismos, el personal titulado que maneja dichos datos, así como sobre la precisión y la calidad de la cartografía tanto del plan general de ordenación urbana o normas subsidiarias como de la proporcionada por la Gerencia de Catastro. En la Provincia de Valencia existen muchos ayuntamientos trabajando con SIG debido a que por parte de la Diputación de Valencia se facilita el software SIG y la cartografía digital actual, subvencionándose el proyecto en casi su totalidad. Este estudio se encuentra dentro de la primera fase del proyecto de investigación BIA2003-07914 financiado por el Ministerio de Ciencia y Tecnología y Fondos FEDER. En este artículo se presentan los resultados obtenidos en una primera fase así como los criterios establecidos para su estudio. El proyecto pretende, por una parte, determinar la compatibilidad cartográfica entre los diversos organismos públicos de la provincia, como son la Dirección General del Catastro, las consejerías, institutos cartográficos, registro de la propiedad y el patrimonio, determinar los mecanismos de gestión, el mantenimiento que se realiza, la actualización de los Sistemas de Información Territorial (SIT) y, como paso fi nal, realizar la confección de una normativa tanto para la Cartografía como para los Sistemas de Información Territorial

  To be able to compile and to analyze the geographical and cartographic data that manage the municipalities of the county of Valencia daily a questionnaire it has been elaborated where they have been carried out and analyzed a series of questions related with the GIS, the cartography, the grants that possess the City councils, the agreements with other organisms, the titled personnel that it manages this data as well as of the precision and the quality of the so much cartography of the General Plan of Urban Ordination or Subsidiary Norms as of the proportionate one for the Management of Cadaster. In the County of Valencia many city councils exist working with GIS because on the part of the Delegation of Valencia the software GIS is facilitated as well as the current digital cartography being subsidized the project in almost its entirety. This study is inside the fi rst phase of the project investigation BIA2003-07914 fi nanced by the Ministry of Science and Technology and Fund FEDER. In this article the results are presented obtained in this fi rst phase as well as the established approaches for their study. The project seeks on one hand to determine the cartographic compatibility among the diverse public organisms of the county, like they are: the General Address of the Cadaster, the local government, cartographic institutes, the register of the property and the patrimony, to determine the administration mechanisms, the maintenance that is carried out, as well as the upgrade of the Territorial Information Systems (TIS) and like fi nal step to carry out the making of a normati- ve one as much for the Cartography as for the Territorial Information System.
